The vision
The St Leonards and Waverley Neighbourhood Plan
The plan outlines a community-led vision for sustainable growth that balances housing choice, local amenity and the area’s semi-rural character. It’s designed to support new homes, better connections, and upgraded community spaces all while safeguarding waterways, vegetation and heritage places.
The map below helps residents, buyers, developers and stakeholders visualise where change is expected, where amenity will be focused, and how new connections will link the suburbs to Launceston.

The Neighbourhood Plan is backed by a clear Infrastructure Funding Framework, ensuring that growth is matched by the delivery of essential services and facilities. This means roads, parks, community halls, stormwater management, and other key infrastructure will be funded and delivered in sequence with development, so residents will benefit as the neighbourhood evolves. By coordinating contributions from developers and Council investment, the Framework ensures that the cost of growth is shared fairly, supporting a well-planned, connected, and vibrant community from day one.

Where are we now and what’s coming?
A plan shaped by local voices
The plan was released for consultation in March–April 2025, with community workshops, pop-ups and an online submission process via Tomorrow Together Launceston. The City of Launceston considered feedback shared during Stage Two engagement and published an Engagement Summary that outlines what people told the project team.
The final plan reflected this feedback and was endorsed by City of Launceston's Council at a General Meeting on 23 October 2025. The next step is to embed the plan into the Tasmanian Planning Scheme - Launceston Local Provisions Schedule via a planning scheme amendment, This amendment will need to be approved by the Tasmania Planning Commission.
